Dr. J. Lance Reese
Chairman
Dr. Reese has been a
practicing dentist in Gulf Breeze, FL since 1965, before retiring in
2004. He earned his undergraduate degree from Florida State
University and his doctor of dentistry from Loyola University in New
Orleans. He was a key person in organizing one of the first
volunteer emergency medical technician (EMT) teams in the state and
later advanced to paramedic status. He has been a dedicated
volunteer fireman for the City of Gulf Breeze including serving as
Chairman of the Fire Board. He also serves on the EMT and Paramedic
Advisory Board for Pensacola Junior College in Pensacola, FL. |

Harrison Wilder
Vice Chairman
Mr. Wilder has been a
resident of Gulf Breeze, FL since 1977, and is the former owner of
the McDonald's restaurant franchise for the Santa Rosa County area.
He operated 4 McDonald's restaurants in various parts of the county.
He graduated from the University of Florida with a degree in
journalism and obtained a masters degree in business administration
from the University of Miami (FL). He has been active in civic
organizations including the Rotary and Sertoma Clubs of Gulf Breeze,
the board of the Ronald McDonald House and the advisory board for
Gulf Breeze Hospital. |

Robert F. Cleveland
Secretary/Treasurer
Mr. Cleveland has lived
in Gulf Breeze, FL since 1971. Since graduating from Florida State
University in 1975, he has been in the hospitality industry. In
1982, he helped organize a hospitality management and development
company under the name Highpointe Hotel Corporation, which has grown
to 13 hotel properties under management or ownership. Mr. Cleveland
serves as Senior Vice President of Operations for the company and
actively oversees daily management of current properties and the
development and construction of new
projects. |

Capt. Thomas C. Bosworth USN (Ret.)
Assistant Secretary
Capt. Bosworth was born
and raised in Nebraska. He received his Bachelor of Arts degree in
business education from Nebraska State Teacher College at Peru,
Nebraska. In 1954, he entered the United States Navy as an ensign.
He enjoyed a successful 25 year career that advanced him to the rank
of captain. He served in various commands throughout the world with
his last one before retiring being the commanding officer of a 1000
person station in Japan. Since moving to Gulf Breeze, FL, he has
been active in the volunteer fire department, Gulf Breeze Rotary
Club and church activities. |

Deborah Roche
Board Member
Mrs. Roche has been a Gulf Breeze resident since 1983 and is Chief Administrative Director /Owner of Lifeguard Air Ambulance & Lifeguard Ambulance Service. Mrs. Roche oversees Corporate Resource and Operational Management Personnel , which includes Human Resources, Finance, Safety & Risk, Public Relations, Communications, Marketing & Development for ten locations in six states across the South East United States, for ground and air medical transportation operations of Lifeguard.
Mrs. Roche is an active volunteer for the City Gulf Breeze and Santa Rosa County Communities. Her volunteer commitments include service as Chairman of both the Board of Adjustments and the Board of Development & Review and as a board member of the Gulf Breeze Sports Association for the City of Gulf Breeze. She currently serves as the Project Director and Corp. Treasurer for the Santa Rosa County Crime Stoppers organization, Secretary for the GBHS Band Boosters Association and is an active member of the Santa Rosa County Leadership Program. |

Rupert (Burt) J. Snooks
Board Member
Mr. Snooks is a 1955
graduate of West Virginia University with a BS in Chemistry and an
MBA he earned from The University of West Florida in 1987. After two
years active duty as an instructor in chemical and biological
warfare at the Army Chemical Corps School, he began a 36 year career
in research and development with Chemstrand/Monsanto in Pensacola.
Since retiring in 1993 as a manager of Nylon Technology, he has
volunteered as a math tutor at the Gulf Breeze Middle School, served
on various City and School Advisory Boards and is actively involved
with The Florida State Guardian Ad Litem Program (GAL). He and his
wife Nancy have been Gulf Breeze residents since
1959. |

Ed Gray, III
Executive Director
Ed Gray, III has lived
in Florida sine 1963. He graduated with a degree in Business
Administration from Florida State University in 1974. Immediately
after college he began a career in commercial banking first as a
bank examiner and later years as a commercial banking
officer.
His latest tenure in
banking included serving as the City President for the Pensacola
area offices of a regional bank until January of 2002. At that time,
Mr. Gray was asked to begin full time administration of the Capital
Trust Agency. Prior to assuming those duties full time, he had been
contracted by the agency to provide consultation and administration
on an as needed basis.
Gray's civic
responsibilities have included serving as mayor of Gulf Breeze, FL.
During his years as mayor, the city began programs to provide public
purpose financing throughout the state of Florida. These programs
continue today with success by providing a low cost source of
governmental capital.
Currently, Gray sits as
a member of the Santa Rosa County School Board and a member of the
board of Baptist Healthcare Corporation, the largest health care
provider in Northwest Florida. His years in both the public and
private sectors enable him to bridge the gap between financing
calling for tax exempt issuance, but also having need of a
conventional source of funding possibly including taxable
debt. |

Edwin "Buz" Eddy
Consultant to CTA
Mr. Eddy has lived in Florida virtually all
his life. He attended the University of Florida, having graduated in
1977 with a degree in Education. In 1983 he attained his masters
degree in Political Science and Public Administration. He has
professionally served in a number of municipal positions including
city manager of Coral Springs, FL and currently as city manager of
Gulf Breeze, FL. Buz has provided advisory services to the Capital
Trust Agency since its inception. His long tenure in Florida
municipal governments provides knowledge of public finance and how
to facilitate development of municipal projects. He serves in a
number of community organizations including Rotary, Sertoma, and the
local middle school advisory council. |
